Timeframes for Development and Introduction of New 
  Technical Regulations
  The Federal Law “Technical Regulation” calls for a 
  7-year transitional period, during which the new and old technical regulations 
  and standards will coexist. The Russian government plans to adopt roughly 450 
  new technical regulations by 2010. Gosstandart of Russia, the national 
  standardization agency, considers this figure too low. The experts feel that 
  at least 1000 technical regulations must be reviewed and adopted in order to 
  cover all industries in the country. The Russian Federation State Duma has 
  formed a special technical regulation commission, which will use a list of 
  future technical regulations for preliminary evaluation of drafts of documents 
  received from developers for review by the lawmakers.
